Residential Programs
A. Residential Programs
Appliance Program
·
Mission Valley Power wants to encourage consumers to replace old existing inefficient appliances with Energy StarŪ qualified or better energy efficient appliances purchase Energy StarŪ qualified or better appliances for new homes.·
Customer must request an Appliance application. Customer needs to complete application form, and attach a copy of the receipt of purchase and the yellow energy guide sticker and return to any of the Mission Valley Power Offices.·
Mission Valley Power will credit the customer account in the amount of $50 per qualified Energy StarŪ qualified home appliance and these include: Air conditioners - room & central, dish washers, dehumidifiers, refrigerators/freezers, and water coolers.· Mission Valley Power will credit the customer account in the amount of $70 per Energy StarŪ qualified clothes washer. with a MEF>1.72 from January 1, 2007 thru September 30, 2008.

Home Electronics & Office Equipment Program
· Mission Valley Power wants to encourage consumers to replace inefficient home electronics/office equipment with Energy StarŪ qualified or better energy efficient home electronics/office equipment and purchase Energy StarŪ qualified home electronics and office equipment for new applications.
· Customer must request a Home Electronics/Office Equipment application. Customer needs to complete application, and attach a copy of the receipt of purchase and yellow energy guide sticker (or copy of user's guide or box label with the model number and Energy StarŪ logo) and return to any of the Mission Valley Power Offices.
· Mission Valley Power will credit the customer account in the amount of $15 per Energy StarŪ qualified home electronics/office equipment.
· Energy StarŪ Home Electronics & Office Equipment that qualify for a credit to your account include: DVD, Home Audio, TV's, VCR's, Computers, Copiers, Faxes, Monitors, Multifunction Devices, Printers, Ceiling Fans, and Programmable Thermostats.

Water Heater Program

Mission Valley Power to encourage customers to install a new (tank type) or replace existing (tank type) water heaters with energy efficient (tank type) water heater models. The electric water heater must have a minimum energy factor of .93EF for 64 gallons or less and a minimum energy factor of .91EF for 65 gallons or more.·
Customer must request a Water Heater application. Customer needs to complete application, and attach a copy of the receipt of purchase and yellow energy guide sticker or (label off the shipping box with model number and energy factor) and return to any of the Mission Valley Power Offices.·
Mission Valley Power will credit the customer account in the amount of $60 per qualified installed energy efficient electric tank type water heater.This program may be revised on October 1, 2008
Ground Source Heat Pump Program

Mission Valley Power wants to encourage high electrical power users to install Ground Source Heat Pumps for heating, cooling and hot water heating in new and retrofit applications in place of zonal or central electric systems. (System must be installed and certified by a Performance Tested Comfort Systems (PTCS) certified installer and have auxiliary electric resistance back up heat required for rebate. Call MVP for specifications, PTCS requirements, and forms.)·
Customer must request GSHP application. MVP customer and installer must complete and sign the form, include completed PTCS form, receipt of purchase, yellow energy guide sticker, and return to any of the Mission Valley Power Offices.·
Site verification will be required for each completed project by Mission Valley Power.· Mission Valley Power will pay or credit the customer account in the amount of $3,000 per installed PTCS certified ground source heat pump unit with electric resistance back up heat. Request specifications from Mission Valley Power.

Air Source Heat Pump Program
·
Mission Valley Power wants to encourage high electrical power users to install Electric Air Source Heat Pumps for heating and cooling in new and retrofit applications in place of zonal or central electric furnaces. (System must be installed and certified by a Performance Tested Comfort Systems (PTCS) certified installer and have auxiliary electric resistance back up heat required for rebate. Call MVP for specifications, PTCS requirements and forms.)·
Customer must request AAHP application. MVP customer and installer must complete and sign the form, include completed PTCS form, receipt of purchase, yellow energy guide sticker, and return to any of the Mission Valley Power Offices.·
Site verification will be required for each completed project by Mission Valley Power.· Starting January 1, 2008 MVP will pay the Homeowner or HVAC sales person $250 for each qualified and PTCS certifed installed Air Source Heat Pump installed in MVP service area.
· Mission Valley Power will pay or credit the customer account in the amount of $650 - 1,380 per installed PTCS certified air source heat pump unit with electric resistance back up heat. As of October 1, 2006 the specifications are: 14 SEER / 8.5 HSPF, (call MVP for specifications, PTCS requirements, and forms.)

MT State Tax Credit of 25% of energy efficient upgrade cost, up to $500 may also be available.This program may be revised on October 1, 2008
Slab Insulation
·
Mission Valley Power wants to encourage new home construction and building owners to insulate under the concrete slab (an area usually not insulated) for greater energy savings and comfort. This is available only for homes with electric heat as the main heat source.·
Customer must request a slab insulation application. Customer must complete application and include receipt of purchase (or receipt from installer with square footage and R values installed) and return to any of the Mission Valley Power Offices.·
Customer must give MVP at least 48 hour notice prior to slab inspection (pictures of the completed job will accepted).·
Mission Valley Power will credit the customer account in the amount of $.50 per square foot of R10 insulated slab w/R5 thermal break (use blue or gray rigid insulation) per qualified installed unit. The amount of credit shall be capped at $500 per single-family unit.This program may be revised on October 1, 2008
Under Floor & Perimeter Insulation
· Mission Valley Power wants to encourage homeowners to add insulation under the floor and to the perimeter of the foundation walls of existing homes for greater energy savings and comfort. This program is not intended for new home construction. This program is for existing homes only. This is available for homes with electric heat as the main heat source.
· Customer must request an insulation application. Customer must complete application and include receipt of purchase (or receipt from installer with square footage and R values installed) and return to any of the Mission Valley Power Offices.
· Customer must give MVP at least 48 hours notice prior to insulation inspection (pictures of the completed job will be accepted).
· Mission Valley Power will credit the customer's account which increases insulation from R-0 to an R-19 installed insulation in the amount of $0.85 cents per square foot for qualified installed insulation added in the under floor area.
· Mission Valley Power will credit the customer's account which increases insulation from R-19 to an R-30 installed insulation in the amount of $0.15 cents per square foot for qualified installed insulation added in the under floor area.
· Mission Valley Power will credit the customer's account which increases insulation from R-0 to an R-30 installed insulation in the amount of $1.00 per square foot for qualified installed insulation added in the under floor area.
· The amount of credit shall be called at $1,000 pre measure pre single-family unit.
· If insulation is to be added make sure the ventilation is to the building code requirements for your area.

Wall Insulation
· Mission Valley Power wants to encourage homeowners to add insulation to the exterior walls of existing homes greater energy savings and comfort. This program is not intended for new home construction. This program is for existing homes only. This is availalbe only for homes with electric heat as the main heat source.
· Customer must request an insulation application. Customer must complete application and include receipt of purchase (or receipt from installer with square footage and R values installed) and return to any of the MVP offices.
· Customer must give MVP at least 48 hours notice prior to insulation inspection (pictures of the completed job will be accepted).
· MVP will credit the customer's account which increases insulation from R0-R11 verified installed insulation in the above grade wall (this is in addition to existing insulation). The amount of credit shall be in the amount of $.80 per square foot for qualified installed insulation added in the exterior wall area.
· If insulation is to be added make sure ventilation is to the building code requirements for your area.

Ceiling Insulation
· Mission Valley Power wants to encourage homeowners to add insulation to the attic area of existing homes for greater energy savings and comfort. This program is not intended for new home construction. This program is for existing homes only. This is available only for homes with electric heat as the main heat source.
· Customer must request an insulation application. Customer must complete application and include receipt of purchase (or receipt from installer with square footage and R values installed) and return to any of the MVP offices.
· Customer must give MVP at least 48 hours notice prior to insulation inspection (pictures of the completed job will be accepted).
· Mission Valley Power will credit the customer account which increases insulation from R-0 to an R-19 installed insulation in the amount of $0.75 cents per square foot for qualified installed insulation added in the attic area.
· Mission Valley Power will credit the customer account which increases insulation from R-19 to an R-38 installed insulation in the amount of $0.25 cents per square foot for qualified installed insulation added in the attic area. I
· Mission Valley Power will credit the customer account which increases insulation from R-0 to an R-38 installed insulation in the amount of $1.00 per square foot for qualified installed insulation added in the attic area.
· The amount of insulation shall be capped at $1,000 per measure per single-family unit. If insulation is to be added make sure the ventilation is to the building code requirements for your area.

Compact Fluorescent Lighting (CFL) Program

Mission Valley Power wants to encourage consumers to switch from incandescent and halogen lights to compact fluorescent light bulbs, light fixtures and torchiere lamps.·
Customer must a copy of the Energy StarŪ label off the lighting package and include receipt of purchase to any of the Mission Valley Power offices. The customer must mail or bring the receipt of purchase and Energy StarŪ label's) to any of the Mission Valley Power offices.· Mission Valley Power will credit the customer account in the amount of $2.50 per Energy StarŪ qualified compact fluorescent light bulb, fixture, or torchiere lamp installed in the Mission Valley Power service area.

Shower Head Program

Mission Valley Power wants to encourage customers to install energy efficient water saving showerheads.·
Turn in your old showerhead at any of the Mission Valley Power Offices and receive a new 2.5gpm Earth Massage Shower Head·
Mission Valley Power will provide the showerhead at no cost to the customer.This program may be revised on October 1, 2008
Manufactured Housing Program

Mission Valley Power to encourage homebuyers to purchase energy efficient electrically heated Energy StarŪ certified models of manufactured homes (the homes main heat source must be electric heat: wall mount heaters, central furnaces, or heat pumps).·
Customer must request Energy StarŪ manufactured home application. Customer needs to complete application and attach receipt of purchase, the state energy office Energy StarŪ certificate of compliance and return to any of the Mission Valley Power Offices.Site verification will be required by Mission Valley Power.

Mission Valley Power will pay or credit the customer account in the amount of $1,000 per Energy StarŪ qualified electrically heated manufactured home installed in the Mission Valley Power service area.· Mission Valley Power will pay the sales person (not Dealers or Dealerships) $150 per Energy StarŪ qualified electrically heated manufactured home installed in the Mission Valley Power service area.

MT State Tax Credit of 25% of energy efficient upgrades over the minimum HUD Codes, up to $500 may be available.This program may be revised on October 1, 2008
Energy Star Home Program
·
Mission Valley Power to encourage homebuilders and building contractors to build to site-built homes the Energy Star Homes Northwest specifications, a higher level of efficiency than Mt State Energy Code (the homes main heat source must be electric heat; zonal heater or air source pumps).·
Customer must request Energy Star Homes Northwest agreement application and specifications. Customer needs to bring home plans to Pablo Mission Valley Power Office and have the home plans qualified by the Wattsun program before start of construction. Customer must fill out Energy Star Homes Northwest agreement and application and return to any of the Mission Valley Power Offices. Mission Valley Power will make inspections of the home during construction to make sure Energy Star Homes Northwest guidelines and specifications are installed correctly.· Site verification and construction inspections are necessary by Mission Valley Power. Mission Valley Power will pay or credit the customer account in the amount of $850 - $1,800 per qualified completed site built unit with zonal heat or air source heat pump.

MVP Energy Efficient Home Program
· Mission Valley Power want to encourage homebuilders and building contractors to build to MVPEEH specifications for new home construction (higher level of efficiency than MT State Energy Code and Energy Star Homes. The homes main heat source must be some form of electric heat; wall mount heaters, central furnace, boilers, or heat pumps/ Secondary source must be approved combustion units.
· Customer must request MVPEEH specifications and building agreement application. Customer needs to bring home plans to Pablo Mission Valley Power office and have the plans qualified by the Wattsun program before start of construction. Customer must fill out MVPEEH building agreement and return to any of the MVP offices. Mission Valley Power will make inspections of the home during construction to make sure energy efficient home guidelines are followed and specifications are met.
· Site Verification and inspections are required by Mission Valley Power.
· Mission Valley Power will pay or credit the customer account in the amount of $1,500 per qualified completed site built unit.
· Starting January 1, 2008 MVP will pay the Homeowner or Building Contractor $250 for wach qualified MVP Energy Efficient site built home located in the MVP service area.
· Mt State Tax credit of 25% of energy efficient upgrades above MT State Code up to $500 may be available.

Conservation Fee Waiver
·
Mission Valley Power to reward year around customers who use less than 102 kWh per month and use other forms of energy, such as renewable resources (wood, solar, wind, etc.) to conserve energy. This program is designed to encourage energy conservation.·
MVP does this automatically through the billing process; the customer does not need to fill out an application.· The basic charge part of the minimum bill is not affected by the conservation award.
·
MVP will credit the customer account annually (April 1_ for the eligible previous 12 months conservation award.· Customers that use less than 102 kWh for the month will receive a credit calculated by taking a ratio of the kWh used below 102 kWh/102kWh times $5. Example: 50kWh used for the month would receive ((102-50)/102)x$5=$2.55

Net Metering Customers
· Customers that use less than 102 kWh per month will receive a Conservation Ward at the end of a 12 month period. Example: Total kWh used for the year is divided by 12 months and the ratio above is used for all 12 months. If the net metering installation used no MVP power or produces more than they used over the 12 month period, the credit would be $60. Any excess energy produced is not carried over to the next year and is zeroed out at the start of the next 12 month period. The minimum charge is billed each month unless there is a net MVP power used that will be billed according to the rate schedule.

Energy Audits and Advice

Mission Valley Power wants to show consumers where energy savings can be achieved by installing energy efficient measures or lifestyles. Energy efficient books and information can be picked up in any of the Mission Valley Power Offices. Requests can be made by phone for information and it will be mailed to the customer. Mission Valley Power will be doing this by phone and energy audits of residences (only if emergencies exist).· Mission Valley Power provides this service to the customer at no charge.

Windows
·
Mission Valley Power wants to encourage homeowners to replace existing windows with premium Energy StarŪ rated windows for greater energy savings and comfort. This program is not intended for new construction. This program is only for existing window replacements in homes whose main source heating is some form of electric heat.·
The minimum required U value is U=.320 or better (the lower the U value the higher the R value of the window)· Customer needs to request a window application. Customer needs to complete window application, attach a copy of the receipt and a NFRC sticker from one of the windows and return to any of the Mission Valley Power Offices.

Mission Valley Power will credit the customer account in the amount of $0.75 per square foot of installed windows in existing site built and manufactured homes, for retrofit applications only.This program may be revised on October 1, 2008
Weatherization
·
Mission Valley Power wants to encourage elderly and low income individuals who qualify for fuel assistance to sign up for Weatherization programs, to lower their energy bills.·
Weatherization of homes in the Mission Valley Power service area are done by Tribal-SKHA Weatherization and State of Montana-HRDC Offices.·
Mission Valley Power provides referrals of this service at no cost to the customer.
General Services W/O & W Demand

Customer must request an appliance/office equipment application. Customer needs to complete application, and attach copy of the paid receipt of purchase and yellow energy guide sticker and return to any of the Mission Valley Power Offices.· Mission Valley Power will credit the customers account in the amount of $50 per qualified Energy StarŪ rated appliance/office equipment.

· Mission Valley Power will credit the customer account in the amount of $15 per qualified Energy StarŪ rated electronics/office equipment.

Energy Management Consultant

Mission Valley Power to encourage customers to use Energy Management Consultant to provide detailed information on how to achieve energy savings through audits and reviews and technical design assistance for new construction and retrofit applications.·
Customer must request energy audit or design assistance from MVP. (Mission Valley Power will require reimbursement from the customer end user) if no energy efficient measures are completed within 3 years of audit).·
Mission Valley Power will pay $2,500 towards the cost of the Energy Management Consultant to conduct an energy audit or analysis for commercial accounts.This program may be revised on October 1, 2008
Heating and Cooling Program

Mission Valley Power wants to encourage high usage customers to install advanced Ground Source Heat Pumps & Electric Air Source Heat Pumps for heating, cooling, ventilation & air conditioning. (System must have electric resistance back up strip heat.)·
Customer must request GSHP or AAHP form. Customer and installer must complete MVP and the PTCS forms, attach copy of paid receipt, Energy Guide Label, and return to any of the Mission Valley Power Offices. See above for specifications and guidelines.·
Mission Valley Power will pay or credit the customer account a set amount per Energy StarŪ qualified installed unit(s). This is to be a custom proposal under the Commercial & Industrial Program.This program may be revised on October 1, 2008
Windows
· Mission Valley Power wants to encourage building owners to replace existing windows with premium Energy StarŪ rated or better windows for greater energy savings and comfort. This program is not intended fore new commercial construction. This program is for existing window replacements in electrically heated buildings.
· The minimum required U Value is U=.320 or better (the lower the U Value the higher the R Value of the window).
· Customer needs to request a window application. Customer needs to complete window application, attach a copy of the window receipt with the window sizes and the NFRC labels from the windows and return to any of the Mission Valley Power Offices.
· Mission Valley Power will credit the customer account in the amount of $0.75 per square foot for qualified installed windows in existing site built and manufactured building applications.

Mission Valley Power wants to encourage customers to replace inefficient lamps and ballasts in interior and exterior fixtures for energy savings using Mission Valley Power's Commercial Lighting Program, Expanded Standard Offer Plus (ESO+).·
